Check San Rafael Voter Registration

The California My Voter Status service is the first route for a San Rafael voter checking their own record. It authenticates the person rather than letting a visitor browse voter rolls by surname. Enter the name as registered, the date of birth, and an identity number. A California driver license or state ID number is one option; the last four digits of a Social Security number may serve as the alternative where applicable.

The result may show registration status, party preference, election-material language, ballot status, and a polling place or vote center. It does not expose another San Rafael resident's record. San Rafael Voter Registration Routes

Marin County Elections administers San Rafael voters from 3501 Civic Center Drive, Suite 121, San Rafael, CA 94903. The main line is 415-473-6456. Election IST Services, reached at 415-473-3410, supports voter-data purchases. These phone channels are useful for status questions and form guidance, but an approved file order still needs the signed paper application.

For local voter data, use the Marin voter-data purchase page and its county form. Mail the original application to the Elections Department in Room 121. Email and fax submissions are not accepted. Include the fee, a copy of a current driver license or state ID, supporting material for the stated purpose, and the applicant's original signature. Processing may take up to ten business days.

Its separate process matters because the county's general records portal does not handle Elections requests.

California Voter Records Fields

An authorized California voter file can contain far more than the My Voter Status result. Regulations identify fields such as registration county, name, county voter ID, addresses, party preference, status, dates, districts, language preference, and participation history. The file may also carry place of birth, gender, voting-assistance status, and permanent vote-by-mail status where present. Access to a field does not make it open to the public at large.

For a single San Rafael voter, Marin supplies a redacted paper copy or PDF after an approved request. Countywide and district products contain active voters at the time of extraction. That timing matters because a voter roll is maintained data, not a permanent snapshot.

Note: Participation history records whether someone voted in an election and by which method, but it never reveals a ballot choice.

Confidential San Rafael Voter Data

California calls voter information restricted public data. Elections Code sections 2188 and 2194 set the application and authorized-use framework. Government Code section 7924.000 protects residence addresses, phone numbers, email addresses, precinct or registration numbers, prior registration information, driver license or ID data, Social Security or other unique identifiers, and signatures from general disclosure.

This split prevents a San Rafael voter registration search from becoming a browseable resident list. It also means a public-record request is not a shortcut around election law. Request a Marin Voter File

Marin's form asks who will receive the data, which qualification applies, the exact purpose, and how the files will remain secure. Listed qualifications include academic, election candidate or committee, media, political party, private vendor, and other categories. Stating a label is not enough. The application calls for a detailed use narrative, supporting documents, beneficiary information when relevant, and an agreement not to pass the data to an unauthorized person.

1. Select a countywide file, a district or precinct product, a vote-by-mail report, a walking or alphabetical list, or one redacted voter record.
2. Complete the contact, qualification, purpose, security, and intended-use fields. Attach current ID and proof that supports the approved purpose.
3. Sign the original application, include payment, and mail it to Marin County Elections in San Rafael. Do not send it by email or fax.
4. After approval, retrieve the county or district file by secure download as tab-delimited text or PDF. A single record arrives as a redacted paper copy or PDF.

A countywide registered-voter text file costs $90, with or without voting history. Each 50,000-voter text segment costs $30. One redacted voter record costs $10. Walking and alphabetical lists cost $0.60 per 1,000 voters. A regular certificate of registration is free to the registered voter, while a certified paper copy is $1.50. Other listed products have their own fees.

California Statewide Voter Records

Qualified users who need more than Marin County may apply through the Secretary of State voter file request. The application needs an original signature, ID copy, detailed intended-use and security plan, supporting material, and payment. Deliver it by mail or by hand to the Secretary of State Elections Division, 1500 11th Street, Fifth Floor, Sacramento, CA 95814. Email and fax are not accepted.

Safe at Home Voter Protection

California Safe at Home supplies a substitute mailing address, mail forwarding, service-of-process help, and confidential enrollment on the voter roll. Eligible people include survivors of domestic violence, stalking, sexual assault, human trafficking, child abduction, and elder or dependent-adult abuse. Certain reproductive-health-care and public-entity workers who fear for their safety may also qualify.

A Safe at Home participant should not use the ordinary online registration site. The Secretary of State directs participants to contact the program instead. In VoteCal, confidential records are visible only to staff with the right credentials and never enter public voter-data requests. This safeguard applies whether the protected voter lives in San Rafael or elsewhere in California.

Note: Confidential registration changes the channel for the voter, and the protected San Rafael record never appears in a released voter file.

San Rafael Voter Roll Changes

VoteCal is California's central registration database. Marin election officials feed local records into that state system. Registrations can arrive through DMV and National Voter Registration Act channels, and officials send confirmation or address-change notices. Certain out-of-state moves or undeliverable mail can move a record to inactive status. A record is removed when the voter is no longer eligible under the maintenance rules.

Counties also send vote-by-mail, provisional, conditional-registration ballot status, and participation history to VoteCal near real time. That data supports the personal My Voter Status view. A San Rafael voter who sees an old address or unexpected status should contact Marin Elections rather than infer that a third party's copy is current.

San Rafael Voter Numbers in 2026

The Secretary of State's May 18, 2026 Report of Registration counted 33,261 registered voters in San Rafael. Of those, 20,544 were Democratic, 4,044 Republican, and 6,527 had no party preference. The remaining total was distributed among American Independent, Green, Libertarian, Peace and Freedom, unknown, and other preferences.

At the county scale, Marin had 173,132 registered voters out of 185,487 eligible residents. These numbers are a dated civic snapshot. They do not identify an individual, disclose a ballot choice, or replace the current record held by Marin Elections. The contrast is useful: aggregate voter registration reports are openly published, while record-level data stays restricted.

Note: Registration totals are aggregate reports, so they describe San Rafael's electorate without exposing a named voter's restricted record.

Historical San Rafael Voter Records

The Marin Past Elections Database supplies contests, ballot questions, candidates, and official documents with visible coverage from 2004 through 2026. It is the best online route for studying a San Rafael election without asking for a current voter file. Marin's five-digit precinct numbers also carry geography: the first digit is the supervisorial district, the next two identify a city or town, and 09 is the San Rafael code.

For earlier names, the California State Archives holds Marin Great Registers from 1866 through 1908. Historical registers may list a voter's name, age, occupation, nativity, and residence. Many archive microfilms lack a name index, so a date, precinct, or county index can save time. These registers are valuable for genealogy, yet they reflect the voting eligibility rules of their own era and are not a complete census of past San Rafael residents.

Note: Great Registers document eligible voters under past laws, not every adult who lived in San Rafael during those years.

Lawful Use of San Rafael Voter Records

Marin permits voter data for approved election, political, scholarly, journalistic, or governmental purposes. It bars commercial use and requires data to remain inside the United States. Applicants agree to secure the file, report a breach, and avoid selling, leasing, loaning, or delivering it without authorization. Elections Code section 18109 makes acquisition or misuse outside the required process a misdemeanor.

A file recipient should retain only what the approved purpose needs and verify status with the custodian before relying on a record. Voter rolls change. A downloaded extract is not proof that a person still lives at an address, and participation history never reveals a ballot choice.
